    A: Regulations set the legal level of harm; they do not create

    issued by the state are licenses to do harm, and they are legal

    holder from liability to the harmed community. The regulations that
    legalize the harms are too <br>
    often proposed and written into bills by agents of the regulated
    industries. It is absurd to pretend <br>
    that the regulatory scheme of law can be used by citizens to protect
    their rights and interests. To <br>
    demand enforcement of the regulations is to admit that the people
    have no right to prohibit the <br>
    harm to themselves, their families and communities. It is to admit
    that the corporate interests <br>
    lobbying the legislature are the actual governing power in their
    communities. It is to pretend that <br>
    administrative agencies of the State have legitimate authority to
    empower State-­chartered <br>
    corporations to violate the rights of community members. They have
