Charles suggested one advantage of home rule would be to set up our own
education system. I want to point out that the State of Texas
recently did that. They eliminated any mention of evolution and now
teach that the Bible was the foundation for the Constitution. <br

Lanny. I believe the home rule charter effort should probably come before
the public bank effort. The home rule charter can enable many other things
besides a public bank. These include: (1) establishing our own educational
system that operates according to alternative principles such as home
schooling, (2) setting-up community-owned local utilities, perhaps with
sustainable energy technology, (3) establishing a new election process,
that better reflects the will of the people, and (4) issuing additional
rules about environmentally friendly land use. I think a public bank is a
great idea and I support it, but I believe the home rule charter effort
should come first, or at least be pursued simultaneously. We need not tie
them together -- they could be independent initiatives. /s/ Charles To
