Ok,<br /><br />Korina and I have been hashing this out and I agree with her. I still did not understand the specifics after talking with Ben so Korina sent me the pertinent language found in Section 2 of Measure S. After much back and forth with Ben and Shannon myself last week, I do not believe what you wrote, Doug, is correct.
